Yes, if the following conditions are met: 

a. The material is accessed via internet.  

b. The material is accessible by the public free of charge using the Internet.

c. Cite the source the Internet source from which the material was accessed and the date on which the source was accessed.

d. Give a sufficient acknowledgment of the material, if and to the extent that the necessary information is available from the Internet source.
